THE RULES
A city is an equilibrium. In pursuit of successful urban balance, the interests of residents, businesses, and institutions must coalesce on top of an ever-shifting fulcrum. Whoever has the means to move that pivot point can tip the scale in their favor, leaving others high-and-dry -- vulnerable to collapse.
In Helter Shelter, players must build on shaky ground and even shakier ethics. Depending on your assigned team, you will be asked to survive, decide, or thrive in Boston. Will you be the gravity under which your opponent crumbles?
What you need:

Two full Jenga sets

Helter Shelter card set, printed and cut out

Three to six players

Three open minds
How to play:

Empty two Jenga sets on to the table. These blocks will make up the game’s resource pile.

Shuffle the three black team cards and draw randomly. The team each player has randomly drawn is the team they are assigned to play as during the game. Gather the assigned number of resource blocks from the resource pile, as instructed on your prospective card.

Build your resource tower with your blocks as you would in Jenga, in rows of three, perpendicular to to the row immediately below the row you’re constructing. Competing towers will vary in height.

The goal of the game is for your team tower to not fall. If a tower falls the game is over and the results are read.

In alphabetical order or player name, take turns drawing cards from a your prospective team’s shuffled deck. You may only choose cards that correspond to the team role you are playing as assigned by your black team card.
